Cavusoglu said there were violations of the agreement between Turkey and the United States regarding northern Syria. President Ozal supported the position of the United States during the Gulf War (August 2, 1990- January 17, 1991). Turkey`s economic relations with Iraq have been important and their disorganization has been detrimental to the country. Turkey lost about $60 billion by closing the Kirkuk-Ceyhan pipeline during the conflict. Shortly before the war, General Necip Torumtay, Chief of the Turkish General Staff, resigned from his disagreement over the involvement of Turkish troops in the conflict,[13] which prevented Turkey`s active military involvement. Turkey has authorized UN forces (UN Security Council Resolution 665) to fly missions from their air bases; Turkey thus remained a platform for American attacks on Iraq for the remainder of the conflict. Turkey played a role in the war by limiting a significant part of the Iraqi army to the Turkey-Iraq border. The United States and Turkey today announced a landmark agreement ending a week of hostilities in the Syrian border region: Pence called the ceasefire agreement, although Turkish Foreign Minister Mevlut Cavusoglu said it was a “pause in Turkey`s intervention” and “not a ceasefire.” On 22 October, Turkey also agreed with Russia to allow the terrorist group YPG/PKK to withdraw from the security zone. The agreement between the two NATO allies came on Thursday after talks between Turkish President Recep Tayyip Erdogan and US Vice President Mike Pence in the Turkish capital Ankara.
The friendship between the United States and Turkey dates back to 1831, when the United States established diplomatic relations with the Ottoman Empire. After World War I and the creation of the Turkish Republic, the United States established diplomatic relations with the Republic of Turkey in 1927. The economic and technical cooperation agreement – signed on 12 July 1947 between the United States and Turkey – advanced relations. The agreement implemented Truman`s doctrine and policy “to support free peoples who oppose an attempt at submission by armed minorities or external pressure.” The United States condemned the July 15, 2016 coup attempt in Turkey, and the United States continues to stress the importance of the Turkish government maintaining policies and measures to strengthen public confidence in the country`s democratic institutions and rule of law and to respect human rights obligations.
